Nominations for MAGE Executive Committee and Board plus Resolutions Submitted for General Council 2018

 
Below are the Nominations Applications received by March 15, 2018.   Members wishing to run for office may still do so, but must be nominated from the floor of the General Council on May 19.  If you would like to run for an office, please complete a nomination application and forward it to the MAGE office in care of the Nominations and Resolutions Committee. The nominations committee has reviewed the nomination applications submitted and has approved these nominees: 

MAGE President:  Alan Quattrin, Incumbent
President Quattrin has served as President for the last 7 years.  He previously served as 1st and 2nd Vice President, Director and Deputy Director of District 2.  He also chaired the Compensation Committee and served on numerous other committees over the years.  Now retired from State service he worked for 32 years in Corrections as a School Principal. 

MAGE 1st Vice President:  Brant Wimbush, Current 2nd Vice President
2nd Vice President Brant Wimbush has served in this capacity since January 2014.  Mr. Wimbush has also served as District 9 Deputy Director and on numerous committees including the Compensation Committee Chair, the Constitution & Bylaws Committee, the DHHS Diversity Committee and the Finance Committee.  Mr. Wimbush is a 20 year State employee currently employed by the Dept. of Health and Human Services. 

MAGE 2nd Vice President:  Olivia Bruce
Candidate Olivia Bruce has served as District Director for 15 years, has also served on the Constitution and Bylaws Committee, the Chaired the General Council Committee, and served on the Nomination and Resolutions Committee.   Ms. Bruce retired from the Department of Corrections as a Deputy Warden in 2008.  She served 2 years on the Safety and Security Committee in Van Buren Township and is a Board member of Andover Farms Subdivision.

MAGE 2nd Vice President:  Cynthia Coleman
Candidate Cynthia Coleman is the current District 8 Director, and has also served as Deputy Director.  Ms. Colman has 28 years of service with DHHS, she has a Bachelor’s Degree in Business Administration/Marketing from Eastern Michigan University and a Master of Business Admin/Management from Davenport University, and Post-Graduate Certification in Leadership from CMU. 

District 1 Director:  Kay Hiltunen, Incumbent
Ms. Hiltunen worked as an RN Manager at the Jacobetti Home for Veterans in Marquette for 30 years, and is the current District 1 Director.

District 1 Deputy Director:  Douglas Barry, Incumbent
Mr. Barry has worked for DNR as a State Park Supervisor for 34 years, and is the current Deputy Director of District 1.  He has also served as the President of the Republic School Board for 18 years. 

District 3 Director:  Michael Shelley, Incumbent
Mr. Shelley has been the District 3 Director for the past 2 years and has worked for the DOC for 13 years, currently as a Corrections Shift Supervisor. 

District 3 Deputy Director:  Shane O’Brien, Incumbent
Mr. O’Brien has been the District 3 Deputy Director for the past 2 years and has worked for the DOC for 12 years, currently as a Sergeant. 

District 4 Director:  JoAnne Cripps, Incumbent
Ms. Cripps has been the District 4 Director or Deputy Director since 2003.  Ms. Cripps retired as Director of Nursing at the Grand Rapids Home for Veterans.  She also worked for the DOC as a RN Manager for 7 years, and held several other nursing positions.  

District 6 Director:  John Roy Castillo, Incumbent
Director John Roy Castillo has served in this capacity for 2 years, and also served as Deputy Director.  He is a Legal Aid Attorney, was an Assistant Attorney General, Deputy Director and Director of the Department of Civil Rights, Director with the Commission on Spanish Speaking.  He served as President of several prestigious Associations, and graduated from Wayne State University Law School.

District 7 Director:  John DeTizio, Incumbent
Director John DeTizio has served in this capacity for 2 years.  He has served on the Compensation Committee, the Constitution and Bylaws Committee and chaired the Membership and Public Relations Committee.  Mr. DeTizio is the Labor Relations Director for MAGE and has held this position for 33 years. 

District 7 Deputy Director:  Andrea VanDenBergh, Incumbent
Deputy Director Andrea VanDenBergh was recently appointed to this position.   She has participated in the Coordinated Compensation Process and testified on MAGE’s behalf.  Ms. VanDenBergh is the State Division Administrator for the Hawthorn Center, and has worked at several other State facilities as a RN Manger.   Ms. VanDenBergh is the McBride Middle School PTO President, and has served as PTO Sec., and VP in the past.

District 8 Deputy Director:  Elvira Chapman, Incumbent
Deputy Director Elvira Chapman has served in this capacity for 2 years.  Ms. Chapman has worked for the DOC for 32 years, currently as an Inspector.  She started with Corrections as a Corrections Officer, and promoted up to an Inspector after working at 8 facilities.  She has served in the Canton Lions Jr. Football Cheerleading Club for 14 years, as President, VP, Secretary, and on various other school committees. 
 
District 8 Deputy Director:  Janine Parham
Ms. Parham has been an active member of MAGE for at least 10 years and a member of the UAW previously.  She has maintained a sincere interest in fair treatment of employees and managers to ensure equal employment opportunities.  She has worked for the DHHS for 21 years, currently as a Social Services Program Manager.  Ms. Parham has served as a delegate to General Council and has a bachelor’s degree in Criminal Justice from Wayne State University and an accredited degree from Wayne Community College in Criminal Justice – Corrections.

District 9 Director:  Demetrius Starling, Incumbent
Mr. Starling is the current District 9 Director, serving for the past 2 years.  Mr. Starling is an eighteen year State Employee with DHHS currently as a Social Services Division Administrator.  He also worked as a District Manager for Genesee County DHHS.  

MAGE Secretary/Treasurer:  Ann Sanders, Incumbent  **will run from the floor** 
Ms. Sanders has served as Secretary/Treasurer since May of 2010.   Ms. Sanders is the Office Manager for MAGE and is a 31 year employee.  She has served as Finance Committee Chair, General Council Committee Chair, OPEIU Delegate and has served on the Constitution and Bylaws Committee.

RESOLUTIONS PRESENTED FOR 2018 GENERAL COUNCIL
 
The following resolutions were presented for consideration by March 15, 2018.   Late resolutions may be presented to the General Council, subject to the rules specified in the bylaws.  If you have any questions about this please contact the MAGE office for clarification. 
 
MAGE Resolution #1

SUBJECT:   Transfer the reporting and accounting functions and obligations of the District Operations Funds from the District Directors to the MAGE Secretary/Treasurer.  MAGE Bylaws Article V. Duties of Officers and Directors, Section 5. (f), 6 (d) and (e), Article IX. Dues Section 2 (c).

Whereas, persistent difficulties have occurred with regards to District Bank accounts and financial reports, and
Whereas, this has caused the Districts Directors hardships and the loss of funds available to Districts, and
Whereas this change will result in a more streamlined procedure for Districts, better financial control for MAGE and an easier transition for Districts when officers resign or new officers are elected or appointed; now therefore be it resolved,

That the Bylaws Article V. Duties of Officers and Directors, Section 5 (f) and Section 6 (d) and (e) and Article IX. Dues, Section 2(c) be changed as indicated below,  
Section 5. The Secretary-Treasurer (new section subsection f)
(f)  Calculate District fund allocation amounts quarterly and keep separate records for each District’s funds. Notify the Districts quarterly of the funds available for meetings or other operational needs.
Section 6.  District Director
Send a written expense report and receipts for expenditures to the Secretary-Treasurer for reimbursement.  Authorized expenditures are determined by the Board and will be paid from the District Operations Fund, provided that the District has funds available.   Other expenditures may be paid with Board approval.
 
Deposit all district funds in an account in the name of MAGE with a reference to the specific district involved.  All funds shall remain the property of MAGE under the control of the Board and jurisdiction of the Secretary-Treasurer.
 
Send a written report of the operation of the district to the Board and a current financial statement to the Secretary-Treasurer within thirty (30) days of the end of each fiscal quarter along with any other reports as required by the Board or Executive Committee.
 
Note:  with elimination of subsection (e) subsequent subsections are renumbered accordingly. 
 
Article IX.  Dues; Section 2 (c), eliminate (e)
The distribution of the District Operations Fund ALLOCATIONS shall be CALCULATED on a quarterly basis by a formula prepared by the Finance Committee and approved by the Board.  The distribution formula shall recognize the total membership within the district and shall be equitable.  Such monies shall be distributed in the amount due per the formula each quarter; and once received by the director may be distributed only by the director and/or any member so designated.  An accounting of the distribution of said funds by the director shall be made quarterly to the Secretary-Treasurer. If a director fails to provide a quarterly accounting as specified above within thirty (30) days after the conclusion of a quarter, payments due and payable after that date shall be withheld until such written accounting has been made, subject, however, to the provisions of subsection (e).   Payments made to districts shall be made by checks carrying the restrictive phrase, "Not Valid After 90 Days From Date of Issue."  At the end of such period of time, funds represented by such invalid checks shall be returned to the District Operations Fund.  The funds shall remain in the District Operations Fund and the Secretary-Treasurer shall keep financial records for each District.   The Secretary-Treasurer shall reimburse Directors or Deputy Directors for expenses consistent with MAGE policies. 
 
Unexpended monies in the District Operations Fund shall revert to the General Administration Fund forty five (45) days following the end of the quarter for which financial statements were not received by the Secretary-Treasurer.
 
And now therefore be it further resolved…
That by July 1, 2018 all districts shall close their bank accounts and send the balance to the MAGE office along with a final financial report.   The Executive Committee shall resolve any disputes regarding funds.

MAGE Resolution #2
 
SUBJECT:                             MAGE Constitution Article VI, Section 2,  Bylaws Article V.,  Section 7 (b)
PRESENTED BY:                 MAGE Constitution and Bylaws Committee
DATE PRESENTED:            March 15, 2018
Whereas the MAGE Constitution and the MAGE Bylaws appears to be in conflict with each other, and
Whereas this is a housekeeping resolution to clarify the intent, or at least an ambiguity between the two,
Now therefore be it resolved that the Constitution Article VI, Board of Directors, Section 2 be amended as follows:
ARTICLE VI.     BOARD OF DIRECTORS
            Section 2.  The Board shall consist of the officers of MAGE, AND the District Directors and the Deputy District Directors. Deputy Directors serve on the Board in the absence of the District Director.
 
And now be if further resolved that Bylaws Article V., Section 7.  Deputy Directors (b) be amended as follows:
 
ARTICLE V. DEPUTY DIRECTORS
 
            (b) Serve as a member of the Board in the absence of the District Director.

MAGE Resolution #3
 
SUBJECT:                             MAGE General Council District Delegates
PRESENTED BY:                 MAGE Constitution and Bylaws Committee
DATE PRESENTED:            March 15, 2018
Whereas many Districts have reported a difficult time filling the available Delegate spots, and
Whereas the founders of MAGE originally detailed representation at General Council in a 1 delegate for every 75 member ratio, and
Whereas increased membership has exacerbated the problem of filling delegate positions, and lowering the ratio will likely result in a greater likelihood of maintaining voting balance proportionate to the number of members in each District, and now therefore be it resolved to revert back to the original 1 delegate for every 75 member ratio as indicated below:
Section 2.  District Representation-Delegates
Representation at the General Council shall be based on membership.  The number of delegates shall be based on enrollment of dues paying members as reflected on the records of MAGE on the first day of the month of January preceding the convening of the General Council.  Alternates may not exceed one for each delegate.  The full name and resident address of each delegate and alternate to the General Council shall be furnished to the Secretary-Treasurer not later than March 15.  The Secretary-Treasurer shall confirm the delegates and alternates elected or selected are members in good standing of the district.  The delegate shall continue in office until the convening of the next session of the General Council unless replaced by an alternate.   Delegates shall be allocated as follows:
 
                          1   -  40     75                          1 delegate
                         41  -  80  76 - 150         2 delegates
                         81  - 120  151 – 225      3 delegates, etc.

MAGE Resolution #4
SUBJECT:                             MAGE General Council change from Biennial to Triennial

Whereas the change from a biennial to a triennial General Council will result in cost savings, efficiency, and
Whereas the Board will continue to meet in the same number of sessions per year, and
Whereas this would not affect special meetings of the General Council, which can be convened under Bylaws Article 1, Section 1 (c) and
Whereas, this will also result in the Board of Directors holding office for 3 years which may offer MAGE members more stability, now therefore be it resolved that Bylaws Article 1, subsections a and  b, Bylaws Article I, Sections 11 and  12 be amended as follows:
ARTICLE I.       Annual Meeting and GENERAL COUNCIL
            Section l.  Biennial Triennial and Special Sessions
The General Council shall meet in biennial  TRIENNIAL session in May or June on a date and at a location to be fixed by the Board.    
 
In odd numbered years WHERE A GENERAL COUCIL SHALL NOT BE HELD,  MAGE shall convene an annual meeting at a time and location to be fixed by the Board.
 
            Section 11.  Installation of Officers
Prior to the adjournment of the biennial session of the General Council, the officers-elect and the directors-elect shall be installed.
 
            Section 12.  Terms of Office
Each officer, District Director and Deputy Director shall serve for two (2) THREE (3) years from the date of installation or until a successor shall have been duly elected and installed.effective for 2012.

Whereas, persistent difficulties have occurred in obtaining a District Director and Deputy Director for various Districts, and,
Whereas, this has caused inactivity in various Districts, and
Whereas, this problem may best be addressed as needed by the MAGE Board of Directors,
Now therefore be it resolved that Article VII.  Districts, Section 1 and Section 3 be amended as follows:
ARTICLE VII.  DISTRICTS
            Section 1.  A district is a geographical subdivision of MAGE. The following Districts are established in order to assure sectional representation on the Board.  THE BOARD WILL DETERMINE THE DISTRICTS BY 2/3 VOTE.
Delete Subsection (a) through (i).

Whereas, persistent difficulties have occurred in obtaining a District Director and Deputy Director for District 5, and,
Whereas, this has caused inactivity in Districts 5, and
Now therefore be it resolved that Article VII.  Districts, Section 3 (e) be amended as follows and f – i be renumbered:
ARTICLE VII.  DISTRICTS
            Section 1. A district is a geographical subdivision of MAGE. The following districts are established in order to assure sectional representation on the Board:
(e) District 5: Counties of Midland, Bay, Huron, Saginaw, Tuscola, Sanilac, Shiawassee, Genesee, Lapeer and St. Clair.
 
(e) District 6: Counties of Clinton, Eaton, Ingham, Livingston Midland, Bay, Huron, Saginaw, Tuscola, Sanilac,                                     Shiawassee, Genesee, Lapeer and St. Clair.
District 7:  Counties of Van Buren, Kalamazoo, Calhoun, Jackson, Berrien, Cass, St. Joseph, Branch and Hillsdale.
 
District 8: Counties of Oakland, Macomb, Washtenaw, Lenawee, Monroe and Wayne (excluding the City of Detroit and such contiguous corporate areas as follows:  Highland Park, Hamtramck, Grosse Pointe Park, Grosse Pointe, Grosse Pointe Farms, Grosse Pointe Woods, Harper Woods, River Rouge, Ecorse, Lincoln Park, Allen Park, Wyandotte, Melvindale, Southgate, Dearborn, Dearborn Heights and Riverview).
 
District 9: The City of Detroit and such contained and contiguous areas as follows:  Highland Park, Hamtramck, Grosse Pointe Park, Grosse Pointe, Grosse Pointe Woods, Grosse Pointe Farms, Harper Woods, River Rouge, Ecorse, Lincoln Park, Dearborn Heights, Dearborn, Allen Park, Wyandotte, Melvindale, Southgate and Riverview.
 
And be it further resolved that the members residing in the affected counties be re-assigned to the new District for their county.  All members may request to be in the District of their choice, regardless of their location.  Now therefore be it also resolved, that merged Districts shall have access to the funds of both previous Districts.
