Benefits Open Enrollment
This year’s Benefits Open Enrollment (BOE) runs from October 13, 2025, through October 31, 2025. BOE is your annual opportunity to enroll in or change elections for health, dental, vision, life, and Long Term Disability (LTD) coverage, in addition to Health Care and Dependent Care Flexible Spending Accounts (FSAs). FSA elections do not automatically renew. You must re-enroll if you wish to participate in the 2026 FSA plan(s).

Changes this year include increases in the deductible for the State High Deductible Health Plan (HDHP) with Health Savings Account (HSA). To comply with IRS regulations, the In-Network deductible is increasing from $1,650 to $1,700 for individual coverage and from $3,300 to $3,400 for family coverage. The Out-of-Network deductible is increasing from $3,300 to $3,400 for individual coverage and from $6,600 to $6,800 for family coverage. For the HSA, the IRS has increased the annual combined employee and employer maximum contribution limit to $4,400 for individual coverage and $8,750 for family coverage. The annual HSA employer contribution (seed) is $800 for an eligible individual employee enrolled in the State HDHP and $1,600 for an eligible employee who enrolls one or more eligible dependents in the State HDHP.

Also, recent federal legislation now allows an increase to the annual maximum contribution for Dependent Care FSA to $7,500 (previously $5,000) and Health Care FSAs to $3,400 (previously $3,300) effective January 1, 2026.

There will be increases to some biweekly premium rates based on anticipated higher costs of dental, medical, prescription, and behavioral health and substance use disorder claim expenses for the coming calendar year. Additionally, due to there being 26 pay dates in 2026 (rather than the 27 pay dates in 2025), State Vision Plan and Dependent Life Insurance biweekly employer and employee premium rates will revert back to the biweekly premium amounts in effect in 2024 in order to reflect the same rate and maintain annual premium totals.
Changing your health plan is a significant decision. It is important to select a plan that best meets your needs by covering services and medication you require. Contact your health care providers (e.g., primary care physician, specialists, therapists, facilities, etc.) to verify if they are in-network with other State of Michigan health insurance plans you are considering. Review prescription drug formularies to determine tier placement of current medications, if covered. Be aware of prior authorization or other requirements and work with prescribers to help avoid disruption when the new plan coverage begins.

Effective January 1,2026, GLP-1 inhibitors (e.g., Saxenda, Wegovy, and Zepbound) will no longer be covered under the SHP PPO and State HDHP for weight management and sleep apnea but will continue to be covered for a diabetes management and cardiovascular diagnoses. All existing prior authorization approvals for GLP-1 inhibitors with a weight management or sleep apnea diagnosis will end effective December 31, 2025. Impacted employees should work with their prescriber to consider alternative treatment options available.
The effective date for BOE elections and changes is January 1, 2026. This is also when deductibles and out-of-pocket maximums (OOPMs) reset. The coverage period lasts through December 31, 2026. If you add a new individual to your insurance coverage through the BOE process, required supporting documentation must be provided to the MI HR Service Center by November 7, 2025.
